Hacksaw Gaming, Panda Bluemoon Fined in Sweden

Gaming companies Hacksaw Gaming and Panda Bluemoon have been issued warnings and ordered to pay penalties by Sweden's gaming regulator Spelinspektionen after it was discovered that the companies were providing content to casinos that don't hold a Swedish licence.

Hacksaw Gaming was found to have been providing games to an unnamed casino site in January of this year. The company argued against the fine, noting that they have geo-blocking for games that aren't authorised in Sweden, which also presents players with a message stating that the game cannot be accessed there. Hacksaw instead contended that the operators providing the games should be held responsible for the breaches, and that they didn't intentionally break the ordinance.

This wasn't adequate for Spelinspektionen, who said that Hacksaw does indeed bear the brunt of the responsibility in this case. In it's ruling, the regulator wrote: "It is the person who has the licence who is responsible for ensuring that gaming software is not provided to players without the necessary licence, regardless of whether an agreement has been signed with another party."

The company has made changes to their policies to prevent the issue from happening again. Still, Hacksaw was given an official warning and fined SEK2.6 million (£192,741).

Panda Bluemoon was also found guilty of a similar breach. The company was found to have provided games to two operators. The group was also given a formal warning and a fine of SEK700,000.

No comment from either group was available at press time.
