This week the President of Ukraine called on politicians to pass a new bill to legalize gambling by the end of the year in an effort to stimulate the country's economy.
President Volodymyr Zelensky demanded that gambling legislation be drafted by October 1st, and approved of by December 1st. The country is thought to be hosting a large underground gambling industry, and analysts have predicted that $1.5 billion in tax revenues could be raised annually if the activity was regulated. The country has attempted to pass legislation in the past, but bills have never reached the point where they were advanced.

I think the Ukrainian president is right to demand legalizing of the gambling bill to be done as quickly as possible if there's such a huge illegal market in the country, everyone would only benefit from that,as the players and the local economics of course.
