Uganda to Require Punters to Pay 15% Tax on Winnings

The government of Uganda has proposed a change to the country's gambling taxes, shifting the 35% tax on gambling operators to be split between the groups and punters themselves.

The Ministry of Finance proposed a new tax scheme that would see operators paying 20% taxes on their revenues, while gamblers would pay a 15% tax on winnings. The announcement was made in response to the country's Commander of Land Forces for the Uganda People's Defence Forces, who said that gambling is a threat to security, as he believes the poor populace will steal in order to gamble. The general wants the activity to be abolished.

The finance ministry seems to be more realistic, as they note that while there are some concerns, it's a better idea to regulate the activity as it would take place regardless of whether it's legal or banned. To that end, they have proposed the Income Tax (Amendment) Bill of 2017, which in part reads: "a person who makes payments for winnings of sports betting or pool betting shall withhold tax on the gross amount of the payment, at the rate prescribed in Part X of the Third Schedule to this Act."

Uganda has one of the most liberalized gambling markets in Africa, as it has land casinos, sportsbetting, and a full lottery. It's believed that more than $41.5 million USD is wagered by the country's citizens each year.

the poor populace will steal in order to gamble

Anyone should be aware that stealing is against the law more so for a gambling so it sounds like stupid reason to me but what I know..doesn't sound fun to gamble if you're an Ugandan or at least if they implement that punters 15%fee.

Well I think that 15% is so much. If I would live there and won, let's say, 1000$, I would need to pay 150$ fee? I probably wouldn't gamble then.
