Ukraine Will Restrict Problem Gamblers' Rights

Earlier this week the Ukraine Parliament voted in favor of restricting the ability of problem gamblers to control their property.

The vote passed with a 340-73 vote will limit a problem gambler's ability to control their finances and property. The law will also allow for a custodian to monitor the problem gambler's spending habits. Currently Ukraine's Civil Code restricts the rights of alcoholics and drug addicts.

The amendment will define a problem gambler as somebody that spends most of his income on gambling, sells property to gamble or puts himself or relatives in a harsh financial situation because of the gambling.

The new restrictions can reportedly be lifted if the problem gambler rehabilitates himself and proves that he should have his rights restored by Ukrainian courts.

I have one question : how is a problem gambler defined in Ukraine ?

The article states that the Ukrainian government will define a problem gambler as "somebody that spends most of his income on gambling, sells property to gamble or puts himself or relatives in a harsh financial situation because of the gambling".
