An unnamed source in the Portuguese Ministry of Economy has stated that the government is planning to legalize online betting in order to collect up to €250 million.

Reportedly the proposal by the government was introduced at the end of the year as a way to cover the cost of bankers' retirements, which is expected to be €478 million this year alone. Currently online betting is outlawed in Portugal.
