The Kinston City Council imposed the 60 day moratorium this week, resolving to look into operations like the Neuse Business Center in the city, an internet cafe that advertises a chance to win cash.
It's a perfectly legal business at the moment, reports local station WITN, but some see it as legal gambling and a cover for casino gambling online.
In December, the state Court of Appeals upheld a ban to make video poker and slot machines illegal in North Carolina, but the Internet aspects of the pastime remain clouded in confusion and controversy.
