Review of Topaze Casino
Topaze Casino is one of a handful of casinos run by the Costa Rican management group Morriyen N.V., which is also responsible for casinos such as Rome Casino, Diamond VIP Casino and GrandLuxe Casino among others. The seeds of doubt about casinos in this group were first sown in 2009 when it was discovered that Rome Casino was cheating players by making it impossible to win the top jackpot on a couple of its slot machines due to the wild symbol being missing on one of the reels. The casino of course blamed a software bug and repaid all affected players, but only after being publicly shamed.
The problem is further compounded when you learn of the convoluted and predatory set of terms and conditions that players must agree to before joining this casino. The terms are designed to limit the casino's potential losses by making it extremely unlikely for a player to be able to withdraw a significant win. The overall impression it leaves is one of a casino that is underfunded and scared of winners. For example:
Players are allowed to withdraw up to $1,500 USD per request (all other currencies pegged to USD). If the amount wished to be withdrawn is greater than $1,500, then the remaining funds are left in the account. Once the first withdrawal is approved, a player can request an addition withdrawal with the money in his account. Player has the right to cancel the withdrawal request at any time while it is still pending. This also applies to the withdrawals of progressive jackpots.
$1500 per withdrawal is a low limit that is only made worse by the fact that the withdrawal process is so slow that the fastest you can expect to be paid by Topaze Casino is two payments per month at the optimistic best. Even worse is the fact that this limit is applied to progressive jackpot wins. Currently Topgame's Monster Millions jackpot is worth over $2.2 million to the winner. Customers can submit their withdrawal request at anytime. The approval time may take fifteen - eighteen (15 - 18) working days starting the date authorization process was completed successfully. Processing a withdrawal request needs authorization from our fraud division as well. This is done to protect our members from possible fraudulent activities ensuring you and not somebody else receives the funds.
15-18 working days translates to at least three weeks in reality. There is no valid reason for a payment run to take that long when there are casinos that pay players within hours, so we can only assume that it is deliberate. This condition is absolutely horrible. Any unsuspecting player that deposits less than $250 and has a big win is in for a shock when they discover that the most they can win is 10x their deposit, regardless of whether they claim a bonus or not.
Should a player abstain from the Casino for a period of 3 months or more then the Casino will be entitled to any balance in that players account and the sum forfeit. Should the player wish to withdraw this amount after this period, we will examine each situation on a case by case basis but reserve the right to invoke the above 3 month rule.

I think the 10x your deposit cap on winnings from small deposits is the worst rule. How many other ways can this group of casinos think of to say that they are afraid of people actually having a decent win now and then?

Wow! If I won 2 million dollars, I would be DEAD before I would receive it all, lol. Very depressing thought.
Also, that "three month rule" is ridiculous. Not that I would be leaving much money in a casino for that long, but still. lol
