City Tower Casino is an online casino established in 2010 with games supplied by Playtech. It is operated by Sea Gate N.V. and is registered under the jurisdiction of Curaçao. Last Updated: April 12, 2020.
It has been a long time since I took the time to play at a casino operated by Unimaster Ltd, and the last casino I played at - City Club Casino - didn't exactly blow me away. I decided to give City Tower Casino a try though in order to see if things with this group have changed for the better. Unfortunately what I found were many of the same things that hold back City Club.
In late 2014 this casino and others owned by Sea Gate N.V. began appearing on thousands of Wordpress websites that had been automatically hacked and used to host hundreds of thousands of pages of affiliate links to online casinos. The illegal and unethical actions of the hackers were aimed at spamming the search engine results with nothing but their own unhelpful pages in order to make money off the clicks. An ethically run casino and its affiliate program would have nothing to do with such promotional methods as hacking an innocent third party's website to host spam is not only unethical, but illegal in most of the world. In fact the casino affiliate program's (Aff Europe) definition of fraud covers the actions of the hackers nicely on several counts:
"Fraud" means an actual or attempted act by you or any Player which is (i) illegal in any applicable jurisdiction, (ii) made in bad faith, or (iii) intended to defraud us or any of the Sites and/or circumvent any contractual or legal restrictions, regardless of whether such act or attempted act actually causes us or any of the Sites any damage or harm. Fraud shall include, without limitation, collusion; abuse of bonuses or other promotions; violation of money-laundering or other laws and regulations; Spamming; false, misleading or unauthorized advertising or representations; use of stolen credit cards; and unauthorized use of any intellectual property rights (including third parties' and any of our or the Sites' rights).
However a representative of the casinos known only as Ashley demonstrated unequivocally on the Affiliate Guard Dog forum that he and the company that he worked for did not care to enforce their own terms, so long as these hackers continued to make them money. His "all about the money" response was rightly ridiculed by several posters there and was more than enough for us to blacklist this casino for engaging in illegal and unethical promotional activities.
City Tower Casino has a website that looks simple and is very easy to navigate, allowing players the opportunity to search for and play Playtech casino games through their software that you must download and install to your PC. It is a little surprising to come across a casino that does not support in-browser play in this day and age. However I suppose it is a benefit to those who have an internet connection that isn't very strong, as they can download the games once. The irony of so-called "no download" casinos is that players usually end up downloading a whole lot more as the game needs to be loaded from the server each time they play.
There are many slots able to be played for real money at City Tower Casino, which are all developed by Playtech. These games are good for the most part, with many of the slots being exclusively developed by the developer with a sizable portion also being based on popular film and comic book franchises.
Progressive jackpots are a major draw at City Tower Casino, as there are 16 slot, table, and video poker games that offer prizes between a few hundred to more than one million Euros. You can see the current values of each jackpot below on this page. But before you get too excited, be aware that City Tower is one of those Playtech casinos that are despised by jackpot players for restricting payment of progressive jackpot winnings to a maximum of $10,000 per month. More on that later.
In addition to slots there are table games, video poker, scratch cards, arcade games, and a slew of Asian style games. Like the slots, these all seem to play quite well, although there are certainly some titles such as Blackjack that seem to stand out better.
Banking at City Tower Casino is a mixed bag, as the multitude of options are offset by monthly withdrawal limits and caps on bonus winnings that do not allow you to win more than 20x your deposit. The casino offers deposits and withdrawals through credit card, bank wire, check, and e-Wallets, and are generally paid out within 4-6 days on average.
Unfortunately, I hate to see the withdrawal limits that have been put into place, as it penalises players that win big. Not only is there the risk of losing a big chunk of winnings if you exceed the 20x deposit cap on withdrawals from a bonus, you could be waiting a long time to get their full amount of money into your personal account. Consider a win on Playtech's Spamalot Holy Grail jackpot that currently sits at just over $2.7 million. At City Tower's $10,000 per month payment plan, you would receive your last monthly payment in 22 and a half years: 2037 to be exact from the time that I am writing this. It makes it even worse to know that Playtech actually pays the full amount of the progressive jackpot to the casino when it is won, and the balance just sits there in the casino operator's account for decades, assuming they exist for that long. City Tower is by no means the only Playtech casino to do this, but that does not make it any less ridiculous.
When or if you do manage to make a withdrawal from City Tower you will find that it is held in a pending, reversible state for at least 72 hours. Once I supplied proof of identification, I waited another 2 days before I received a cashout to my Skrill account. So this is certainly nowhere near the top as far as withdrawal speed is concerned.
Customer Support is provided by City Tower via a support phone number or email on the website. There is also an instant chat facility within the downloadable casino software. As per usual with most similar Playtech casinos, the chat staff are fairly proactive in contacting you and encouraging you to deposit money when you sign in, whether you want to be contacted or not.
City Tower Casino is an average Playtech casino. The casino looks a bit dated but does offer a lot of good games and some hefty jackpots. Unfortunately the casino shoots itself in the foot with the heinous withdrawal limits, the caps on bonus winnings, and the less than speedy withdrawal processing.
